Meeting Minutes – Hanson Town Hall
December 17, 2013

I~      7:35 p.m.   Chairman Egan called the meeting to order, led the pledge allegiance, read the announcements & upcoming meeting schedule

II      JOINT MEETING WITH BOARD OF HEALTH

Discuss Transfer Station and Pay As You Throw –

Mr. San Angelo indicated he had intended to have a joint meeting with the Board of Health, however, the Board of Health did not have a quorum.  He recommended that the joint meeting be held at the next Selectmen’s meeting.  He reported that a Committee has reviewed the options for solid waste disposal.  He quickly reviewed the Transfer Station – Hanson Project Management Plan.  He requested that the Board review it prior to the next meeting.  The project plan is only a draft and is the framework for a definitive plan as the project moves forward.  He is looking for input from the board.

      Discuss Location for Hazardous Waste Day on April 5, 2014 – Tabled until January 7, 2014

III     TOWN ADMINISTRATORS REPORT      
        Old Colony Planning Council request for support for EPA Brownfields Grant applicant – Mr. San Angelo informed the Board that Pat Ciaramella from Old Colony Planning Council forwarded a letter dated December 2, 2013 informing the Town of the application for EPA Brownfields Grant.  Old Colony Planning is requesting a letter of support for the grant application.

By consensus the Board supported Mr. San Angelo signing the letter of support.

Dispatchers – Mr. San Angelo reported that one of the full-time dispatchers has resigned.  The Emergency Communication Committee has interviewed and recommended one full time and two part-time dispatchers.  Mr. San Angelo has endorsed their recommendation and authorized the hiring.  The new staff members will be training thoughout February.  Mr. San Angelo explained that one of the Highway members is a former dispatcher and is willing to help out in the interim period.  Chief Miksch has informed Mr. San Angelo that there will be a shortfall in the Communication budget due to the short staffing and training of the new staff members.

Mr. San Angelo indicated that the Veterans Agent will be seeking a reserve fund transfer from the Finance Committee due to some new State mandated training.
Plymouth County Mosquito Control – Mr. San Angelo attended the Plymouth County Mosquito Control Budget meeting.  Mr. San Angelo relayed Hanson’s concerns about the lack of spraying.  The members of Plymouth County Mosquito Control explained their cycle and the political dynamics within the State.  Plymouth County Mosquito Control supports spraying, but some environmental groups oppose the spraying.  Mr. San Angelo plans to set up a meeting with area Town Administrators to discuss the issue with the intent to get the legislature to assist the communities.

MOTION by Howard, second by Amico to approve the Liquor Licenses, Common Victuallers, Automatic Amusements, Live Entertainment, Sunday Entertainment, Livery License and Class II licenses as presented. Voted  4 - 0

Apppointment/Resignation:
        
Appointment:  Selectmen Representative to the MMA Annual meeting.  As Chairman Egan will not be attending the annual MMA meeting, a designee must be appointed.

MOTION by Soper, second by Howard to appoint Vice-Chairman Steve Amico as the Town’s Representative.  Voted 3 – 0 – 1 (Amico)

Resignation:  Charlie Mann – North River Commission – On December 2, 2013, Mr. Mann submitted a letter of resignation from the North River Commission.

MOTION by Amico, second by Howard to accept with regret Mr. Mann’s resignation and thanked him for his long service.  Voted 4 – 0

        Close January 25, 2014 Special Town Meeting Warrant

MOTION by Amico, second by Soper to close the warrant.  Voted 4 – 0     


VI      COMMITTEE REPORTS

        Maquan School Building – Mr. Amico reported the next meeting is January 6th at the High School.  The group is working on a hand out with a breakdown of costs for the project.  Mr. San Angelo reported that he presented the building committee with a payment schedule plan.  He reported that the original payment had utilized a declining payment method.  After working with the financial group, a new pay structure was recommended, which would provide a level payment over 25 years with payment of $542.00 annually.  The new payment would not go into effect until 2019.   He reviewed different payments for various housing values ranging from $80,000 homes to $785,000.00 homes.  He explained that the building committee cannot make changes to the plan, but they can make changes to the bonding structure to make it more affordable to residents.  Mr. Amico indicated that there will be additional of information on the school website.

Mr. Egan indicated that the Board is planning a panel discussion on January 14th.  Members of the Finance Committee, Board of Selectmen, Building Commissioner, Educators and Owner’s Project Manager will be present to answer questions.  Mr. San Angelo will moderate the discussion.  The group will provide factual data.  The residents will be able to ask questions of the panel.

        Holiday Committee – Mr. Amico thanked the committee for all their hard work putting the festival together.  He specifically thanked Chief Thompson and Lt. O’Brien who cut the ice to get the barge out in the pond for the fireworks.  He thanked Casoli Sand & Gravel for the snow fence, the Highway Department specifically Highway Supervisor Dave Hanlon. The Fire Department was instrumental in serving the public and at the bon fire; Hanson Police who directed traffic and assisted citizens.  Olde Hitching Post, Venus III and Mike’s House of Pizza, Calvery Baptist and Don Teague, Kevin Dykes and Santa.

Mr. Amico is proud to say he chaired the committee.  He thanked all the sponsors.  He had special thanks Sue King for driving the senior bus.  Mr. Amico estimates between 600 – 700 citizens attended throughout the event. The Committee feels the event may have been a little too long and next year’s event will most likely be from 5:00 p.m.  to  7:00 p.m. The next meeting will be the second Sunday in January.  The Board congratulated the committee on its efforts.  Mr. San Angelo thanked all the town employees for attending.  

        Monponsett Pond – Mr. Howard indicated that the last meeting had been cancelled.
